I, FRANKLIN D. ROOSEVELT. Governor of the State of New York, do hereby certify that I have this 5th day of September 1931, honored the requisition of the Governor of the State of Massachussets for the surrender of Gene Williams a fugitive from the justice of said last named State, and have issued a warrant for his delivery to John J. Geogbegan the agent of said demanding State, whose authority to receive said fugitive is annexed hereto.
In Witness Whereof I have hereunto signed my name and affixed the Privy Seal of the State at the Capitol in the City of Albany this 5th day of September in the year of our Lord one thousand nine hundred and thirty-one.

This lovely document is double-matted using acid-free, archival quality matting materials along with a 8" x 10" Black & White Photograph (not digitized) of FDR while serving as Governor of New York. To the right vertically are displayed the many US Postage Stamps that have borne the portrait of FDR. Incidentally, President Roosevelt was a huge stamp collector so this must have meant something to him to be the subject of so many postage stamps. The presentation measures 15 1/4" x 23". It comes with
