    J.M. with his thanks to Mr. Gates returns the newspaper sent him - with an anticipated paragraph of the Mercantile Advertiser.
    " Docket on verso indicates date and the name of this note's recipient, Thomas Gates, Jr.
    The daily newspaper, the "Mercantile Advertiser" began publishing in New York in 1792. At the time President Madison wrote this note, British and French naval blockades during the Napoleonic wars continued to harass American shipping.
    The month before this note, on May 1, 1811, off Sandy Hook, New York, just south of New York harbor, the British 38-gun frigate
    Guerrière
    stopped the U.S. brig
    Spitfire
    and seized a native-born American seaman. Captain John Rodgers of the 44-gun U.S. frigate
    President
    was ordered to protect American shipping approaching New York harbor. On May 16, 1811, the
    President
    chased and attacked a British 20-gun corvette,
    Little Belt
    , thinking it was the
    Guerrière
    . A corvette ranked just below a frigate in size. Nine British seamen were killed, 23 were wounded and the
    Little Belt
    was disabled. U.S. Minister to England William Pinckney was recalled by President Madison in May. It is possible that the New York newspaper "Mercantile Advertiser" had published articles about the
    Guerrière
    -

    or
    President

    Little Belt
    incidents south of New York City or about impressment which, combined with British interference with trade and the blockading of American ports, ultimately resulted in the United States declaration of war against England on June 18, 1812. Mounting stains at edges. Ink from docket on verso lightly show through. Lightly creased, two ½-inch tears at upper blank margin at vertical folds. Upper left corner folded.
